Why does Soraka's W cost health and mana ?

I find it to be quite stupid really. Besides the fact that I give up 10% of my MAX health ( RIP early game where I lose more health healing then taking actual damage) I have to give up mana as well. As Soraka I waist more money on Biscuits then on actual items, especially early game. Other then that , she is fine.

It's costs health because its a tradeoff...the cooldown is so low that if it didn't cost any health, Soraka could just spam the heck out of her heal.

And the reason it has a mana cost is because if Soraka was good at landing her Q's, she could gain health back infinitely while spamming W's.
