Can we give a slight nerf too annie ult please

I just feel like the fact that tibbers is instant cast, while being both a nuke and basically a sunfire passive is a bit excessive. Not to mention the fact the the cooldown starts once tibbers is casted, and not when tibbers dies. Can we maybe just see one of the things worked on to balance it a bit?
