Should Void Staff Be A Component Item?

Since Last Whisper was changed into a component item because it gave too little to warrant being called a final item, it has gained more utility and build choices based on enemy team comps: tanks and mass healers. So for preseason, should Riot give mages more options by turning void staff into a component and give two final item options in order to give versatility? Maybe they should do something to Rabadons as well to make it less gold burdensome to purchase.
