Riot stated before that Dominion doesn't have the playerbase needed to sustain a ranked queue. Long queue times, high matchmaking variance, and other unpleasant things, basically. Riot then asked for feedback on why players wanted a ranked queue, and what possible alternatives could be provided.
Given that information, over the past year, Riot has magnificently delivered ... slightly better textures, recolored SR minion models, a handful of item reworks/changes, and one champion balance update (letting new GP actually manage to upgrade his ult). Meanwhile, minion skins (both Pool Party and PROJECT) were strangely absent on the Scar. Furthermore, despite the newly-announced Chest&Key system building onto Champion Mastery, apparently there's still no plans to expand Mastery to Dominion.
All in all, ranked Dominion is not the solution to Dominion's woes. It could be part of a solution, but without actual support, ranked Dominion would probably end up only slightly less dead than Draft.

It's not a matter of diluting the primary game mode or needing extra dev support, the population just isn't large enough to sustain a healthy queue. How do we know this? Well, we've actually done quite a bit of research on how many players are needed for a healthy queue. When it's not met, we see stuff like increased toxicity, higher turnover, decrease in queue size and a generally degraded play experience. Splitting the already small community into two queues would create a poor experience for both sides. Waiting 30 minutes to play with people with a 500 elo disparity is no fun for anyone.
