Did they ninja-nerf kleptomancy? And why are gold earnings so weird?

When they reworked it to proc twice I used to earn 500g - 1000g+ throughout the game, but now I have a tough time even earning 500g+.

Additionally, can someone explain to me why we even have to have these gold-sack drops? Wouldn´t scrapping them and adding the average amount of gold to the +5g procs make more sense to eliminate the factor of randomness? Having two instances where you are dependent on random chance seems weird to me. Are there even official droprates? It seems to me that that would be useful information to have.

iirc, the gold earning was nerfed because it can now be procced twice per ability use instead of once. almost entirely convinced that the gold sack drops exist for "150 GOLD FROM 1 Q BROKEN KLEPTO META BUILD" thumbnails alone. i think the "balancing change" was meant to make it better on champions whose names are not ezreal and gangplank, and instead encourage it on sustained damage dealers like udyr or an adc.

I wasn't paying attention when they buffed it...even if it's double the value from what it was, we're still talking about a simple gold income rune replacing runes that actually provide useful things at level 1 when you haven't been to shop and at level 18+ when everyone has whatever 6 items they want.
