because new item 3124 causes his passive to happen twices and stacks with ap making him becoming more annoying than ever

They don't realize how much Rageblade sucks now and want the devourer junglers to build it.

That would be Shyvana W - Burnout. But as someone else mentioned below, they are trying to shoehorn the old Devourer junglers to build Rageblade. Its fine by me, I'll take any buff they give to my dragon lady.
