@Riot ZzRot & Banner of Command Question

I was just wondering if maybe a rioter could take the time to tell me what the plans are for these two items in the future if there are any? As of now, with the strength of towers, having both of these in a lane completely pushes it out, and that's only if one person buys it. It's almost impossible to do anything if every enemy team mate buys one or both of these items late game, especially against ap heavy teams that don't boast a ton of attack speed or ad dmg. And yes, you can go out and try to kill the portal and buffed minion, but it is risky and might take significant resources (3 champs with weak autos attacking a buffed minion) It's also frustrating just how good these two items are stat wise. Banner maybe not so much in my opinion, but portal defiantly has good stats that anyone from support to top can pick up. It's relatively cheap, so it can definitely be picked up early on.
