Constant Ping Spikes ingame

As of recent (I'd say maybe a week ago) while playing I tend to get random constant spikes every 45-60s where my ping jumps from 40 to either 80s, or sometimes 200ms. That doesn't seem like its high, but when this happens it feels like my ping is higher than it actually is, my champion gets stuck in place for a couple seconds and commands I issue take over a second to actually go through.

The thing is I only notice this in league of legends, and some games its ok and doesn't happen that often or at all, but I'd say its almost a 50/50 whether or not it happens. It's extremely hard to play with this and I'm not sure what could be causing this. I really only notice the lag in league of legends, so is there some issue in a recent patch clientside thats affecting this or is it out of my control?
