Any Red Care To Discuss Their Plans With Weaker, Older Champions?

When two champions with similar roles have different power levels, there is no reason to ever pick the weaker one of the two. This is what I believe is the very heart of why this game suffers from such a small amount of viable champions out of the total amount of playable champions.
Since he is my favorite champion and the one I know the most about, lets look at Garen as an example. What is Garen's role in this game? What would I plan on contributing to my team if I decide to pick Garen for my match? Garen would offer the ability to be a huge early game lane bully who can become extremely tanky for his team and soak up a lot of damage. Garen's ult allows him to blow up an ADC without any damage items provided their health is low enough which is good since his damage falls of a lot come late game. Garen plays the typical bruiser role. He can split push or be a meatsheild for his team.
Now lets look at someone who does all of this but to a much better effect; Renekton. Renekton is also an early game lane bully who can become extremely tank and soak up all the damage he needs to. While his ult doesn't allow him to blow up a single target, he does provide extreme amounts of AOE with his Q and his R. Renekton also has built in mobility, armor shred, and a stun. So even when his damage actually falls off, he is still very effective for his team.
So, since Renekton offers the same levels of early game lane bullying, but with better team fight and scaling with his utility, why would I ever pick Garen outside the fact that I just love to play him? The bottom line is Renekton is just all around better than Garen in every way.
This is the same issue with every single weak champion; there is someone who does their job but better. Why pick
when
can also heavily burst down a champion, but also has more mobility and is thus a safer pick?
I think there are a few ways to fix this issue. One way is to make the older champion kits be more unique which creates an incentive to play them over another champion. If Renekton has a unique kit that brings something to the team, but Garen has a unique kit that brings something else to the team, the only reason to pick one over the other is what your team actually needs. This creates more dynamic team comps as well as adding to the Season 5 theme of "Strategic Diversity".
Another way to do this would be add items that help those with weaker kits can take advantage of. An example of this would be something like a buff to Black Clever. Garen is extremely good and applying BC to multiple people at once. Honestly, I feel this is worse of the two solutions I have proposed because it can create unseen issue (like the item being super powerful and creating more trouble than good).
The one thing I think we can all agree one is the Quality of Life (QOL) buffs won't be enough for certain champions. Some Champions kits, weather their power is buffed, will always be weak for certain reasons. One reason is lack of mobility. We all know that champions who lack mobility tend to be outclassed by their mobile counterpart. Is increasing their damage a solution? Perhaps, but perhaps the champion would have a lack of interesting play and counter play (He either catches up to you and kills you, or gets kited and killed).
So, my question to the Riot developers is; what plans do you have to help increase champion viability and diversity?
was non existent in the old jungle and then they buffed JG heavily and gave
