Can we make rules against lane stealing? Please?

The other day I was playing a match in draft mode, and one dude on my team got assigned top lane while I got adc. He apparently didn't like top so he asked me if I wanted to trade lanes and I said no. (Time skip to when the match starts) He basically says "Fuck that lane, I'm taking yours" So now he goes bot and tries to force me to go top because he wanted adc. (Time skip again) So the top lane turret is gettin fucked up because enemy top guy had free reign of the place, because Varus (That's who our top picked) refused to got to the right lane! So now I gotta go top to stop this guy (It was btw. The most broken top lane champ ever) He already had more damage items so I was already at a disadvantage. So needless to say, I got my ass handed to me. So, what i'm sayin is, can we PLEASE have a rule against stealin lanes? Blind pick is one thing but in draft you have no excuse to pull this BS.
