Fix the Meta, starting with adc/support going to top lane

It's high time to offer better ways for adc/support to catch back up when down some kills and objectives. To often it's bot lane feeds or dominants and the game becomes entirely tilted. I think first and foremost is allowing them a better way to hunker down and slowplay. Allowing them a better way to counter tunneling ganks.

First off let's move the traditional bot lane to top lane and have our top laners go bot lane. To encourage this have the middle brush in top lane be removed as it is harder to manage for a support with limited wards. And let's add tower enhancements.

Individual outer tower enhancements (Only the first tower in each lane)

Outer Top Lane towers Grant +8% bonus movement speed to any allied champion nearby. Any allied champion out of combat for 5 seconds is granted a +50 health shield for as long as they are within tower range.

Outer Middle Lane towers When allies are near the allied mid tower they receive +10% ability power and +10% attack damage.

Outer Bottom Lane towers Grant +10% bonus experience to the champion who kills minions within allied or enemy tower range. Grant +10% cooldown reduction for allied champions nearby.

2 players go bot lane because it makes it easier to contest the dragon.

2 players can and often do cycle to top lane once bottom lane objectives (towers, dragon) are down, and if top lane is stagnant.

Dragon is simply much more valuable than Herald. You would have to switch the two objectives.
