is riot monitoring behavior?

is riot honestly even still monitoring behavior? i've had a toxic player in almost every game (and by almost i mean a good 90%), and there's no way these people have never been toxic before. is it just that nobody reports them or riot requires 500reports before they ban someone. i'm just sick of league of legends having the reputation for the worst community in gaming, and i'm even more sick of having to deal with the community. what's worse is not a single person is going to agree with me and i'm going to get a dozen+ downvotes for reasons i can't even make sense of.
