What's wrong with Lucian?

I'm still super new to ADC, so I could be completely wrong about this, but why does everyone hate playing against Lucian so much? He seems like a very balanced champion who is easy to learn but very hard to actually be good at. Like why is he the most hated bot laner (other than Ezreal because you know... Ezreal)? Also any Lucian mains, I'm wondering if he's worth maining bot, any tips and why?

on hit blade of ruined king procs shred a tank instantly despite tank having a junkload of armor. also black cleaver makes him tanky as heck.

With the new as crit items buffs , I think the hate will slowly go away
