Why not add a stat requirement for Grevious Wounds to work on Exe and Mortal?

I propose an idea where you need a specific amount of stats in order for the item to work.
I feel like this would be a good change because champions like
get shut down, and completely obliterated by grevious wounds, and I just thought that if we could restrict how early ADCs could buy the item, it wouldn't be as much of a problem for those champions.

to require 200 AD or 2 AS, obviously this could change in order to fit riots needs and wants, but I feel that this would be a good change.

your question is "When are they gonna buy Exe, and when will my healing become virtually useless?", now the question could become "Alright I have a lot of time before Exe becomes relevant, how can I end this game quick enough before it starts up?"
