Can Frozen heart have something different in build or in aura?

I feel like the item is really lacking since ad casters have so much access to cdr and attack speed isn't frequent, is there any way it can just have the on hit attack speed debuff like Randuins and an active that gives damage reduction in an area like redemption, just throwing ideas out since tanks don't build this item anymore and it doesn't help teammates against caster damage.
