It shows here I was able to play Varus in a ranked game earlier today, but when I try to pick him just now, he doesn't appear in my champion roster. No one picked him. No one banned him.
Did he get hotfix disabled or something?
Free to play rotation was recently allowed in ranked. Probably just changed.

Also: its forbidden to use botted accounts.
