combine the penetration mastery into 10% armor and magic penetration

many arguments have shown why the penetration mastery is weak due to it getting weaker when combined with %pen from items. also the flat pen in cunning gets stronger when combined with &pen from items

NEW TIER 5 MASTERY for ferocity

coup de grâce - dealing 50% of a enemy champions max health in damage within 15 seconds will deal 20+10 per level bonus true damage to that champion

150 second cooldown . meaning if you proc it on a enemy champion it takes 150 seconds for your champion to recharge to get to proc it again. you go on cooldown any time you proc it and cannot proc it on any champions until cooldown is done

On a serious note though, this combined with ignite and a high burst champion would do way too much damage. If anything, there needs to be more keystones based around AD casters (people who don't basic attack but consistently use abilities) like Kha'Zix, Varus, and Jayce. Deathfire touch is good but a higher damage, longer cooldown ability that doesn't seem like it's main purpose is for mages would be the most useful thing to be

I sort of thought that storm raiders surge should be more of a low cooldown thing. It probably to massive a speed boost rn tho. What about a sheen like keystone? That would help kah out.
