As someone who knows Rumble and loves to play Rumble, I love what I'm seeing from this item. As someone who knows Rumble and loves to play Rumble, I also know how overpowered this item is.

Doing some quick maths here, 2% maximum HP damage per-second for 3 seconds is 6% maximum HP damage (reduced by resistances of course), his alone feels very strong to me as all you need to do is tag someone and they get hit with a Brand passive. You put this on Brand himself and there goes 18% of someone's HP (6% from this item 4% from Brand's passive over 4 seconds, each second from Brand adding 2% more). With Rumble, all you need to do is tag someone with your Q and you take 6% of their HP. In addition to the Max HP damage, that damage also get amplified by movement impairing effects for a double-damage bonus, which is most forms of CC in the game. Rumble's E is a movement impairing effect as a slow inflicting spell, you tag someone with your E they get delt double Haunt damage for 2 seconds, boosting that 6% to 10% with just 1 small tag. You mix in item 3116 on Rumble, your Q is going to literally burn someone to death. Flamespitter lasts 3 seconds, if you hit someone with a full Q duration with Crystal Scepter, that's 20% of someone's maximum HP just from item 3151 (burned each second for 3 second while Flamespitter is hitting them, then 3 seconds after with Liandry's DOT, the first 4 seconds of Haunt getting double-damage by Crystal Scepter's slow for 4% each tick with the last 2 seconds being 2% each), without the damage from Flamespitter or any other sources factoring in.

Here is a list of some champions that can abuse this item to my own personal knowledge, most of whom already built it to begin with: Amumu Brand Cassiopeia Elise Fizz Galio Heimerdinger Kennen KogMaw Lissandra Malphite Morgana Nasus Nautilus Nunu Rammus Rumble Shaco Singed Teemo Velkoz Vladimir Zyra Something to notice about each of these champions, each and every one of them has at least 1 of 3 things if not more:

  1. Movement impairing CC
  2. Some form of DOT or can apply consistent damage to someone
  3. Reliable to land damage Any 1 of the 3 listed things is all that is required to abuse this item's Haunt, you tag someone with a spell that's 6% of their HP, if you tag with a movement-impairing spell and damage together (most of which the champions on the list can do with a single cast) that's a possible up-to 12% depending on the champion, builds, and other factors.

I haven't even talked about the Essence Drain portion of the item, which is a straight up damage amp on all of your damage by 2% extra (works best with DOT or consistent damage).

I propose that either you revert the MAX HP damage back to current HP, you drop Haunt's 2% to 1%, or remove the movement-impairment bonus. Doing any of these 3 things will help make the item not as broken as it is going to be. You thought you hated seeing item 3165 all the time? Just wait until this launches because it can be with a bigger portion of champions because it's not restricted to only mana champions.

Edit: Oh look, the thing I was noting is a problem, IS AN ACTUAL PROBLEM. https://www.youtube.com/watch?v=u-k8ze0i0Hw Eat me downvoters.

Wrong. You just don't want mages to finally have a chance to be good again.

What's interesting is that the numbers themselves didn't change. On live servers it does 2% which doubles when against slowed targets. The difference (besides the essence drain) is that on live it's %current hp instead of %max hp. and instead on live it provides magic penetration.

Even if its busted right now I'm glad they are looking into liandries as to what it's purpose is. Flat magic penetration is better against squishy targets but the %current hp made it better against tanks, so really the reason you bought it if you wanted to use this as a form of damage rather than ap scaling. Now since liandries doesn't have the magic penetration and has the more effective max hp instead of current hp it looks like they plan to move it to be more of a anti tank item.

The essence drain seems cool but unrelated, so I don't know what's up with that.

YOU SHUT YOUR MOUTH! As an Amumu main (sadly) this is the greatest thing ive ever seen. Liandry's + amumu passive + abyssal mask will make him top tier. Dont you take this away from me.

They nerfed it down to 1.5% max health per second and, seemingly, are still working on it. Of note though is the fact that this Liandry's change would allow Mages to do one of the two things that prevented them from being able to carry a game before, which was the ability to itemize against Tanks. Old Liandry's helped, but it was a far cry from a true anti-tank item like Bork and the Last Whisper item line. Now all Mages need is a way to quickly kill towers, and they can actually be put into the Bottom Lane.

I'm already excited because a few of them can do this already, like: Azir Mordekaiser Teemo Ziggs

You can run Demolish on Vladimir if you wanted to try him out as well.

It is high time tanks start taking some damage. They make the game dull. They render top lane a farm lane.

This is a very good change..give something like this to Bruisers too!

You missed the most important one.

Mordekaiser

100%+ max HP damage ult with it.
