I'm confused. In s5 it was quite simple - you picked 5% cdr in masteries, 15% cdr scaling and a 20% mana regen item. Or you could replace your runes with AP\MR and get cdr boots (situational). Now what is the best strategy to get 40%? Pick a scaling cdr quint? Or build 2 20% items? Lichbane? I guess quint is better, but maybe I'm missing some other options.

is the strongest way to get max cdr , but if you don't have sinergy with you need to take cdr runes or stack two 20% cdr item what is not rly a viable way . so generally the best way cdr runes + 20% cdr item + cdr boots.

20% CDR item + Lucidity + Blue Buff = 40% 20% CDR item + CDR glyphs + CDR mastery = 40% 20% CDR item + Lich Bane/WOTA + Blue = 40% 20% CDR item + Lich Bane/WOTA + Lucidity = 40%
Then you have the inelegant stuff like going overboard with 20% CDR item, CDR glyphs and blue.
