Smurf Punishment?

Is there anything that Riot could put in place to get rid of low / mid-level smurf accounts? Check IPs for multiple account usage, etc.? I finally got my roommate into league, and about 15 levels in he's just about ready to quit because every game he plays in is either: A. An epic loss where his team is facing 2 or more obvious smurfs (20+ kills each, an outspoken "lol I'm a smurf" nature) or B. The opposite scenario where 1 or 2 of his teammates are doing all of the work and he gets a 20 minute game with little contribution. I keep trying to tell him that this happens much less often when you get to ranked play, but as it stands he's having a difficult time learning to play in these immensely 1-sided games.
