Galio Tornado Buff from 1.5 seconds to 3/3.5/4/4.5/5 seconds

If we are keeping the direction Galio has been changed in I believe Galio could gain great traction from a longer tornado. This would create utility in galios kit for creating areas for enemies to avoid in a battle.
