Riot, why aren't you buffing the right champions?

Riot why don't you do data based buff prioritization. If a champion has for over a month been under a 43% win rate across all leagues why not move them to the top of the list of champions to be tweaked?

Shyv, Urgot, Cass, Garen, Trundle, Shen. These should all be getting minor buffs each patch till they are in the right place.

I'd assume because numbers don't always tell the whole story. Let's take Urgot. Urgot has been intentionally left weak until a rework comes because he was able to stomp lanes like no other. He could solo a lane against a carry and support by himself without breaking much of a sweat. Solo lane if you played him right he's be even more of a monster.

Sometimes champions have low win rates not because they are weak but only because they don't fit within the current meta or are played by a lot of people who are bad with the champion. For example, there have been times where champs who are perma picked/banned by the pros have losing win rates in soloq because many people who don't know how to play the champion try to mimic the pros. As for an example of a champion who may be balanced but doesn't fit within the meta, a good example would be Trundle. Trundle used to have one of the highest win rates of any top laner when the meta was to have tanky top laners like shyvanna, Mundo, Renekton, etc. Trundle was an excellent counter for those types of top laners. Now however, the most popular top laners are high damage and most of them are ap, like akali, irelia, jax, ryze, etc. and Trundle just doesn't do as well vs. those types of champs. Maokai is another popular top laner and he is good vs. trundle because he outscales trundle and can sustain enough to not die to him in lane. Trundle doesn't need buffs, or at least not major buffs, he just needs to wait til the meta changes to be more favorable towards him again.

Champions that are constantly that low in winrates usually have more complex underlying problems and can't easily be fixed by buffs. Some champions would rather need system changes rather than champion specific buffs. Off-Tanks(Shy, Garrem, every other melee with low cc and no gapcloser) are generally in a bad spot for example, and some bigger changes to the game should happen rather than just buffing numbers, as that would only lead to power-creep.

IT's more the champions that are already close to viabillity that could rather easily become strong enough with a little small buff here and there

so Olaf'd Olaf should constantly receive nerfs due to his absurdly high win rate in challenger?

win rate is a poor man's excuse for arguing balance changes; the only reason you use win rates as an indicator for champion viability or balance, is because you lack the skills of critical thinking and logical reasoning when you want to make an argument
