Who ever made fiddle less "of a jungle terror" doesn't care about lane fiddle.
I've probably played somewhere between 150-200 games of fiddle support. He's my go to support. I also play him a bit mid. Riot decided to try and nerf fiddle jungle. It seems that whoever came up with this nerf never plays any version of lane fiddle. What they did is nerf some things that make little to no difference in the jungle and make him unlaneable.
They nerfed him in two ways. The first nerf was related to his passive and really isn't going to change anything anywhere, so I won't even discuss it.
Second nerf: Dark wind (his bouncy crow) prioritize targets that haven't been hit yet and can't silence the same target more than once.
What they effectively did was destroy lane fiddle. All of fiddles lane strength really relied on and was built around dark wind. Fiddle before this nerf was a combination of art and science. Understanding the mechanics and logic of dark wind wasn't an easy thing. It's was a very randomized spell, but it acted very predictably under certain conditions. It took a good amount of fiddle experience to get a feel for when dark wind would hit the same target a few times, and how to set up those conditions. That was fiddles lane power. If you can set up the perfect dark fear you can dish out double or tripple your standard damage. It created a pattern of bouncing between passive and super aggressive play that was unique and fun. Additionally lane fiddle has a lot of counter play. If your opponent can identify dark wind conditions they can easily play around it.
I've just played a few games with new fiddle. My support damage is cut approximately in half. I know most people who don't play lane fiddle think fiddle is all about his ult and his fear. This isn't true, especially in lane:

His ult is very avoidable, especially in lane. Any CC breaks the channel. Walking away counters his ult. Most places in lane have vision. Even if they don't, If it's lane fiddle you know about where he is so you should play around your blind spots.

His fear isn't that great of CC unless you put points into it. Rank 1 fear is less CC than a Janna tornado. If you put points into fear first you are sacrificing most of your damage. This is a reasonable trade off. Especially in lane where constant trading of damage happens.
It would be much much better, and do what riot actually wanted, and give jungle fiddle the slight nerf he needs if: you kept the can't be silenced more than once but took away the prioritizes targets that haven't been hit yet. This way fiddle wouldn't get his early lane damage cut in half. It makes no sense to nerf a mechanic that has little effect on jungle but a huge effect on lane to balance jungle.
