Riot, why has ruinglaive ezreal not been nerfed yet?

there's a very good reason he's pick/ban right now. it's because he is almost guaranteed to get fed with that build. just had a game where at lvl 11 his ult would almost kill my by itself. as well as a simple q w. or q e. or w e. basically any 2 abilities would either kill me or almost kill me. even before he got items he was doing a ton of damage to me. a combo would bring me down to a little less than half, and that's before level 6. there are exactly 2 weaknesses I've found in the build. he has below average sustained damage, and he has no sustain to counteract his squishiness. please riot, for the love of mid lane, nerf ruinglaive ez.
