The old bloodrazor was not very strong because it was having a weird build and it was too expensive plus it was magic damage!

Now you will have an item that the cost is low the build path is normal and the damage is Physical which would make you able to apply life steal and you will have 3% of max hp damage every hit!!

Someone like yi would abuse that item like hell special with his attack speed from his ulti!!

Combine this item with BTRK and the tanks are gone!!

But from the other hand it may help WarWick that riot pretty much delete him with the nerfs and they let him there

So why riot is still trying for a AS jungle item when all efforts were OP and they end up removed from the game?

Why riot dont work on Warrior Jungle item to fix that item who pretty much is useless unless you are lee sin

I doubt that Bloodrazor is going to be stronger on any of the champions or item combinations you listed than Sated Devourer currently is.

Also, this is blatantly wrong. Blade of the Ruined King is the only on-hit effect (physical or magical) which benefits from lifesteal and this is an explicit exception for the item itself included in the tooltip.
