why are riot brining back Shurelya's Reverie ?

just curios , i didnt play the game when this item was available but im gonna assum it's support item and specficly for enchanters sheilding and healing supports like janna but why ? arnt we trying to nerf those champs ? and isnt working on bringing back or making more items for bruisers/ other classes more usefull? i think this item is just toxic as it allows pepole to escape and on someone like janna it's gonna be so aids to try and get a kill or even get close i just dont understand...
