#Context and Reasons
Champions with heals cough
cough have been known to have balance issues because of their heals. When the heal is strong they are overbearing and sometimes straight OP and when the heals are not strong, they tend to go unnoticed or unused. The other form of mitigation, shields, tend to have fewer balance issues. They can still be too weak or too strong but for the most part shields are in a good place.
Currently heals are pretty strong, there is a counter in Grievous Wounds but most people are unsatisfied with that. I think this feeling comes from the flexibility of heals. The only bad time to use a heal is if the target has grievous wounds on them and even then it's still really not that bad. Compare this to shields which in general feel good to play with and against. It may annoy you that their shield blocked some damage but it doesn't feel like you just did negative damage in a trade. You can even bait out a shield if you are playing well and make them waste it.
Final point. Consider the real world, a shield can be used very effectively in a fight to mitigate damage, whereas a doctor trying to heal you in a fight will be sloppy and relatively ineffective. Take them out of a fight and now the shield literally does nothing for except maybe as a stretcher for transport (
) and now the doctor is the one who gets you back to normal.

- All heals when used on a target in combat will bleed out 60% of the total heal over 4 seconds

- All heals have 10% higher bases
- Grievous wounds is removed from all items and abilities

- if the target is in combat they gain a 4 second shield instead of the heal for the same amount

I know there are other champions that would need changes and some items too but this should be enough to get the idea across.
