Okay so the reason matchmaking can't discriminate against people you've muted...

...is that it would be a problem for the queue health in high Elo. So what? There's an obvious workaround for that problem: implement in low Elo only.

When the cost is "nothing but the development time to write the code" and the benefit is "improved matchmaking for the 98% of players below Diamond", the choice is obvious. Implement it. "But this would be a problem in high Elo" is not a valid excuse to not implement it anywhere.

Okay. Except for two things:

  1. That time to code it is better spent on many, many other things.
  2. It could still easily be abused. A player is bad? I'll just mute/report/block them. Eventually I'll run out of allies worse than me.

There'd still be queue health problems in low-elo. They'd just take longer to have happen than they would in high-elo.

  1. You could be right, i'm not qualified to know.
  2. Well, let's look at what abusing the system would look like. Suppose you play 20 matches a day, and you're hardcore toxic, so you block every one of your teammates in the 50% of matches that you lose. That's 40 summoners a day. If the matchmaking restriction lasts only one day, then there'd only be ~40 summoners in the queue each day that you can't be matched with. I can't say for certain, because we don't have statistics for how many people from each Elo are in queue at any one time, but if the number is greater than 400 then being ineligible to match with 40 of them shouldn't be a big problem.

Besides, if your Elo has so few players in queue that blocking 40 of them causes you noticeably longer queue times, then wouldn't those queue times dissuade you from abusing the system so much?
