Take a page out of CSGO's book regarding skins
The system we have now for skins is very poor. Why is it poor? Simply put, you have skins coming out every two or so months, and these skins are bad for two reasons.
- They're themed based. No longer do you get cool lore based skins or random skins for specific champions like gentleman Cho'Gath or Vandal Brand, rather you get "hey let's turn the smallest champs into special operatives"
- They're cash grabs. Yes, I know this seems harsh, but they are. Riot only makes skins for popular champions, because those skins sell. See: Ahri, Lux, Tristana. They are in literal definition, cash grabs. Champions like Illaoi, Sol and Kled get left out.
So, what can we do about it? In CSGO, you have a workshop where people submit their skins. Players then vote on skins and the development team chooses some to release; giving the player a set amount of money on their steam account every time it sells. I suggest Riot starts doing this, with the only difference being they aren't released on seasons, rather weekly or bi-weekly, they don't get RP for each sale, rather a sum of 1-2k RP (depending on the skins ranking)
