All of viktor's abilities are avoidable except for his Q which is in auto attack range.

I've played a bit of a viktor and personally I find it hard to land consistently due to how the whole vector aiming works although it would be really good if you practiced enough. Even then hitting someone at max range can be pretty hard due to how it's telegraphed and after it's been upgraded you probably won't be able to land the full E damage unless your target is immobilized or slowed. Not saying it's bad because it's not, it's definitely really strong.

How is Viktor's E any more difficult to dodge than another skillshot? Half of the damage doesn't even come out until a second after you get hit by the initial part.

if you're in 525 range, it's unavoidable. that's barely less than AA range and it'll still hit any champ with 550 range for free.

might as well add that it's not something you can react to with the missile speed it has except for at the very maximum of it's range, so let's say 700 or 800 range where his E can be dodged more liberally.

Autoattacks are measured edge-to-edge while ability ranges are measured center to edge, so it's actually ~100 units lower than the average autoattack range.

And even if it hits you, you have a full second to get out of the way before the second half, and the damage from just the first hit is pretty low.

The majority of the time, both parts of the spell are dodgable. If Viktor is very close to you, the first half isn't. That doesn't sound worth telling people they need good luck to dodge a spell if you ask me.

Literally 20-60 base damage to 10% AP difference (which 100% AD more than makes up for unless you have more than 530 AP at level 1 or 1030 AP at level 18.), and he gets this damage pre-6 and isn't gated by having to commit all his gold into mana.

Anivia, on the other hand, needs ult/her slow asf stun and double the amount of mana

And this isn't even considering lich bane.

That's because it's more unfun to play against than say Viktor, With Anivia you basically your ult on top of them get a free slow, and your E's damage is automatically doubled which I think chunks harder considerably, although Viktor has more inlane kill potential than Anivia his abilities are easier to avoid. Furthermore if Anivia is good with her wall, she'll ult you, and then E you, and drop a wall behind you, forcing you to walk into two different directions where neither are favourable, and you'll eat a free Q (if she's good because your movement is slowed and is more predictable) on top of that, locking you in place slightly longer.
