It feels like Qiyana is a mishmash of a laner and jungler.

How she obtain the elements she desires and terrain ulti does feel more suited to use inside the jungle, while her assassin-like style, like the stealth and the extra damage from the elements from walls belong to a laner (because who is going to get water from top lane without leaving lane?) .

It’s hard for her to fit, because she doesn’t have any sort of sustain, both in mana and in health, and her assassination damage isn’t as damaging or scaling as hard as other assassins do.

Nobody cares about Qiyana, and you know why? Because Riot themselves didn't care. They just created a random and non inspired champion and told us "here, take it".

As a jungler, her "sustain" is her clear speed, the ability to use Q twice in succession, aoe hit with E, and sustain periods of enhanced attack speed due to W.

If you Double Rock Element a camp, it's almost dead/dead the entire game.

She can also hop walls better than almost any jungler, and has a long range double camp engage, so she doesn't have to walk much at all. I've killed Wolves/Blue/Gromp in 13 seconds flat, because of her ability to just muscle through them and hit two camps at once.
