Dealing with the Tank Meta the Right Way
I just wanted to put my 2 cents in before the next round of nerfs go out and all the tanks get unnecessarily nerfed. I think the best way to handle this would be to incorporate a new item to allow damage dealers to more effectively take out tanks. First off, I think there needs to be another AD armor penn item. Right now, whisper is nice and BC just got a huge buff, but you can only have one per team as it doesn't stack past 6. I think a flat armor penn item could really do some good. My suggestion would be armor penn and lifesteal so we see some deviation from the standard builds. Plus, building 2 lifesteal items (BOTRK plus this new one) would give AD's more survivability for more sustained damage, which is what counters tanks.
For AP's, I think Torment needs a boost. If I had to choose how, I'd say have it do 1% maximum health per second for 2 seconds, doubling if the enemy is cc'd in true damage. Keeping it max health instead of current health makes it far more powerful, and true damage will bypass the massive armor.
As I said, just my 2 cents. I'd much rather see some new items for diversity instead of having all the tanks/tank items get mass nerfed.
