Buff Viktor

Viktor is absolute trash atm, if he falls behind in early game he will never catch up, it takes a long time for him to reach his hypercarry state, his cooldowns at all points of the game are abyssmal, his W even after upgrade is trash, his ult is super slow even after upgrading. All other lategame hypercarries have received nice buffs because of the fast meta, while viktor has been left in the mud. Give him some love finally and let him have strenghts.
