PBE changes, Poppy and change consistency @riotbalanceteam
I made a similar comment on the
PBE change, however that comment for all i know and can tell was ignored and give 0 thought whatsoever so lets try making a whole discussion about it and see where it goes. let us start with a quote from patch 7.1
"Tanks should excel when locking up multiple targets in a teamfights, not when smashing laners 1-on-1. Poppy has been doing both recently, and that’s not cool. Fighters sacrifice teamfight utility for dueling power, and thus need to be able to slowly win trades against tanks and eventually go for the kill. Poppy tends to win trades against even strong duelists, as she consistently has a shield available, between her passive and Courage of the Colossus. On the other hand, her snapcast ultimate brings enough base damage to create kill pressure of her own, and make it dangerous to go all in. We’re hitting her power in both places to give more champions an opportunity to fight her."

and the quote "Some of the lost damage will also be compensated directly into the kits of its core users." on the
changes.
So where was this for
when she was nerfed because of Courage, then they nerfed Courage, she saw no buffs, then they removed Courage and she STILL did not see any meaningful buff. Ok so maybe this was because they hadnt thought about this "Compensation Buffs" for champs whos items got nerfed because it was balanced on them but not others. Fair enough.
That now brings up the question of why change her so extensively on the PBE when just reverting the buffs in 7.1 would bring her back in line?

So to quote here riot endstep says a few things that must be addressed.Lets start with the whole "stat check" part, yah when you boil it down to a point EVERY CHAMP IN THE GAME has a stat check too them. So let us continue onto things that make more sense.
"In an ideal world, Poppy would be more about chip trading/utility rather than raw durability/speed/stats in general, and this changelist is intended to shift her back more towards those strengths rather than the ones she has on live."
These changes do the opposite, by nerfing her MS you reduce her utility, and nerfing her durability just further sharpens her being outclassed by other tanks top and support AND gives her less effective jungle ganks than other jungle tanks aswell, (
To further sell on this point her W "blocking dashes" is also not really unique to her given how champs with displacement can also do this, albiet its kinda harder for said champs since they are on skillshots, and have a harder timing
come to mind of stopping dashes with well timed abilities.
At the end of the day
DOESNT NEED A REBALANCE, she just needs a buff to help her with the damage loss shes faced, how about we start with something that shouldve happened when Courage was nerfed, BUFFING HER PASSIVE DURATION. And then buff her R damage to help her with winning trades, Finally this makes 0 sense aswell
The R change is particularly strong in toplane as it allows Poppy to have substantially more kill threat 1v1. Being able to guarantee both hits of a Q and an extra auto by casting R means that your opponents have to respect Poppy's burst thresholds a lot more than on Live (or they'll die during the knockup if they don't flash the R in many cases, whereas with the untargetability in they have a window to use Flash/other defensive tools after being hit by R).
How about instead you put the kill threat in just landing her R in general? instead of making the snapcast a short range shorter knockup duration less damaging
R?
I am personally of the opinion that just reverting all of her 7.1 nerfs will put her BACK into a GOOD place, where she is equal with most other tanks, as she sacrifices some of the stronger and more consistence CC other tanks have for a better laning phase.
EDIT: You could even lower the base shield and buff the scaling, making it easier to break in lane, but much more worth getting it in teamfights and having proper positioning to pick it up in said teamfight.
