45% CDR route on mid laners?

Is there any champs in mid that benefit from having cdr to 45% over the extra penetration? I believe Zilean does because it gives him more chances to land stuns, and Kayle is sorta unnecessary once she hits 35-40% cuz that's the CDR needed to reach perma e (also since kayle benefits more from fervor of battle than deathfire or thunderlord's). I've been having success with Lissandra who I recently started playing but I want to start building more cooldown on her cuz her E and W cd's are so high and she doesn't pack the most damage for a mid laner, is it worth reaching the 45% cdr giving up the damage on her? I'm also asking this question for Lulu as well since I'm starting to play her too.

I always get the 45% CDR mastery to start with the extra 5% CDR. However, I pretty much only play control mages so I don't really need that assassination power.

Generally speaking, that extra CDR is good on champions who really want CDR - that's generally champions with spells that have high impact or base damage and mediocre scaling.

Karma for example.

Utility mages LOVE 45% cdr don't underestimate it, and most burst mages can actually get off burst better with the 45% cdr.

But it all depends on you, i feel more consistent and fluid with the cap increase over 9 magic penetration at lvl 18
