need help between tp and ignite

people say tp got nerfed hard but if you take the 15 cd summoner spell reduce in masterie then tp has always 255 sec cd wich is quit nice... why say people tp got nerfed hard ??? just cause no lvl 2 by solo camp? i testet it.. u dont hit lvl 2 but if you go to lane.. just kill 1 minion and you hit level 2
