Azir, King of Sands and Arguments

Sparked by the recent Champion Roadmap, some new idea for Azir have been presented. This is sparked by Azirs balance issues between high and low Elo players.
Riot: At the center of all these issues is the Shurima Shuffle, which is his ability to dash a pretty long distance and use his ult to force an engagement or escape a tough situation. We are currently looking at two possible solutions to the Shurima Shuffle dilemma. One would be to keep the shuffle and build a supporting kit that can co-exist with this iconic move. The other solution would be to remove the shuffle and push his kit closer towards his thematic, which is that of an Emperor commanding his sand soldiers from the backline.
This post had the "Emperor from the back lines" supporters shouting the loudest by far. Other times the "Shurima Shuffle" lovers have dominated the boards.
Shurima Shuffle option: reduced range, making Shuffle more difficult but still possible. Higher mobility and damage. Kit remains mostly unchanged besides numbers.
Emperor from Backlines option: increase range, increase soldier duration, and focus on late game hyper carry. Reduced mobility likely translates to rework of dash into another move.
Fan's provide many different concepts for what Azir's new move would be.
Theory 1 [Mini Dash]: still a dash but not to soldiers and only in target direction. Short range and large cooldown.
Theory 2 [Summon new soldiers]: Idea of summoning archers that don't move with his Q. Allows more of "late game hyper carry" focus and more soldiers, making commander of armies feel very potent.
