His box is up so often, he's so safe. I thought he was suppose to be this super hard nasus-type scaler. But he just spams E all lane and scales without even needing to CS that much. Can you break his kneecaps like you broke all the brusiers and jugs who go mid?

Enough to slow anyone, stop an idiot, or if dropped right, direct stun. The full circle does feel a bit strong, and I think is the big complaint lower MMRs have with him. I don't see it disrupting his power a ton when used right, just adds more skill to it, and more counterplay potential.
Also, you can plug one of the holes with his nuclear laser blast from the sky effectively funneling enemies into one, or pushing them out entirely.
Though if they did this, I feel like he'd need some sort of range compensation on either his AA, spells, or a bit of both, overall it'd be a bit of a buff that way, but it'd remove some of the low rank frustration I think.
Won't happen veigar has plenty of counterplay, he's really not hard to deal with, pick any all in support and you can dominate the lane. 
are a just a few champions that can make veigars life a living hell.
