I was playing Annie and viktor would just hit Q on me on cooldown and with the shield I'd always lose the trade. I'd have to back off because the movement speed let him walk up to me and hit me with the auto attack. When is the window for me to actually hit him back?
Farm safely with your q until you can flash all-in him, either when u get a gank or have enough damage to kill him. You could also try putting a few points in e and using that before he autos you because his shield is slightly delayed. Although I'm not sure who that trading pattern would favor long-term.
You could also play someone that outranges him or an assassin, he has a hard time in both of those matchups.
Viktors a lane bully so you are going to lose to him if you cannot out range him. As you both are pretty immobile characters, you'll either need to flash into him at lvl 6 with stun or wait for ganks from someone mobile.
He is generally safest while in lane then after landing that's when you can start to catch him out.
Annie isnt a great champ against someone who can poke.
Play around you stuns correctly and don't randomly waste them. Viktor will have respect you when stun is up which also lead to ganks.
If youre feeling too pressure sometimes you can simply walk up wth stun pretending your jg is near by and he has to walk back. Think about it as a Thresh throwing his lantern behind him pretending he has backup just to force you off.
personally I try to get into range for Ahri eqw, get hit by laser and his auto and recall to fountain for hp.
