Right now, I would ignore the balancing they are doing. It's for pro players SPECIFICALLY for worlds. Shen's at like a 60% win rate for pros if i remember right. Tha'ts crazy high

For players who have an extremely high number of games with him. His power has always come from his skill ceiling.

Remember, there are champs who still have a 100% pro winrate because they've only picked maybe half a dozen times, yet are still not touched.

This is specifically because Riot doesn't like tanks who can go toe-to-toe with Lee, Fiora, Gnar, and GP in lane. Riot hates attrition tanks, which has always been Shen's niche.

Pre-rework he absolutely could and did. The rework traded an unequal amount of his tankiness for a little bit more offensive ability. Now they're just ensuring that he isn't viable in any lane.

Cuz the last 2 patches for worlds are strictly aimed at pro play. They specifically said this.

All the small buffs and nerfs are to make the game more balanced for worlds, they won't make any big changes until after worlds but it's good because not having to work on nerfs and reworks will let Riot focus on new champions or skin ideas, a bit annoying at times but fun to see what they'll come up with
