Will they still be relatively noob-friendly? They are 450 and 1350 IP respectively, and since you don't raise the price for reworked champions, they should remain simplistic and suitable for the price tier.
I hope so too.. we need simple champions in the game aswell.
How is Poppy "noob friendly", her stun is literally one of hardest to land, she has hardest laning phase in game.
price has nothing to do with how simple or complicated a champion is. Price is solely based on how recently the champions have been released
