Wouldn't that fall under griefing, which I do believe is a report option?

They'd only make role stealing its own category if it had its own criteria for punishment.

Hate speech has a separate report option from just verbal abuse because Riot punishes it much harder (allegedly).

Something I can see happening too often is that someone will switch roles and if they have a bad game they will just say the stole the role and to report them
