LeBlanc mains lets make this REALLY simple and look at her rework in context.
Lets look at a common situation. An ADC is standing next to a tank. If LeBlanc can guaranteed combo the ADC and escape that is bad. If LeBlanc cannot hope to touch the ADC because the ADC has a body guard that is equally bad. If LeBlanc can juke the tank then combo the ADC and probably escape that's Good! If the tank can interrupt part of the combo so the ADC doesn't die that's good! If the ADC can reposition to avoid some of the damage that's good! All three players actions need to have an impact on the fight.
Face it, 90% of season one and two champions never matched their Bio or their intended role. LeBonk was NEVER supposed to insta gib any soft target from 100% safety (assuming you mastered her combo.) She was supposed to be a tricky juking master of deception. Its too bad Riot didn't release about 1/4 as many champions back in season 1 and 2 prioritizing the original 40 and associated spaghetti code instead but that's a rant for another thread.
