Is Teemo still good in ranked?

Since the beginning of this year, I never had a teemo win lane or helped win game or win game at all in ranked or blind. Either first time or their main, they never seem to come out with a positive score in the beginning and rarely helpful in the end. Im a gold 1, so I play around plat IV and Gold 2. So the players arent all completely clueless.

But I remember that Teemo was a meme. About being a little demon imp of hell... yet he sucks. Why do people play him in ranked? Is he just bad or am I getting 100% bad Teemo players? Are they better in high elo? Because by now, every time i see a teemo in my queue, I just have to dodge. If I don't its a 100% they lose. And 100% of the time, i am right.

its hard to be good at teemo, specifically nowadays when everyone has such good gank potential in the jungle, and teemo just hasnt gotten buffs. in 3 days he will be a jungler and you dont have to lose lane anymore so thats fun

because like vayne hes a niche pick, hes not amazing into every matchup like people think they both are. and so players in master+ pick them knowing their mechanics fully and knowing WHEN to pick them, showing a high winrate as a result..

and then everyone in bronze to plat picks the hell out of these champs and hyperfeed thinking "mad winrate = mad ez climb"

no, he's not good in ranked.
