Dark harvest quality of life change/buff

In conjunction with it being collect more souls from champs and cannons plus jungle creeps, after a time period out of combat (id say the average 6 seconds would be fair) then the stack would refresh so long range poke champs could make more use of it with less stacks, ezreal and cait come to mind. This could be in tandem with the already existing stack mechanic to make it better for more champions so we don't just see it on junglers.
