I'd like to ask why you are removing sword of the occult and not mejai's soulstealer along with it since it provided a really nice bonus to ad to combat those 700-800 AP mages. my point being is if your remove sword you need to remove mejai's or its going to give ap mages a huge disadvantage, primarily lux who has the safest laning phase.

Soto is a whole lot less useful than Mejai's. The people who buy it are either already primary target and going to die a lot, or have a hard time stacking it to a meaningful level. While Mejai's is often built on champions with large zones of relative safety (Lux, Janna) Soto requires you to go in and get killed. It was a pure snowball item taken by ADCs that already knew they had a huge advantage.
Every other AD item is getting reworked and most of those reworks are buffs. They probably just don't need it anymore.
