I truly think lane rengar is just too oppressive
There should definitely be a cooldown on his passive. Nothjng fun about a champion that runs to a bush jumps out and hits you faster than his actual autos, or yours for that matter.

quick reminder: He's just a cheese champion, especially as a top laner.
All of his power budget is in his R, if he decides to waste all his roaming and early game power by deciding to occupy the least influential role in the game, be happy.
Don't worry about keeping up w/ CS, just give it up, as long as you are w/in 60-80% of his CS whilst dying maybe once or twice, you win lane, he's an ez outscale.
If the only counterplay to a champion is "dont play the lane" it is unhealthy for the game and should be removed from lane.
I forgot perhaps the most notable counterpicks: 
. Without ignite, NOBODY beats Olaf at level 1.
Dont die early game. You naturally outscale Rengar, not to mention you'll outsustain him if you use your passive efficiently. Ward the bush he's sitting in and wallbang him every time it's off cooldown, then use your W to prevent him from jumping you while you back off. Once you get a sunfire cape he can't even hurt you.
I haven't seen lane rengar in a couple months now. Try playing champions like 
, they make Rengar very sad.
- best counters, sites says that Garen too, but I never played that matchup, but I would be scared to jump on Garen with Rengo
As Rumble main, I never had problem, respect bushes, kill him lvl3-4.
You just have to play safe during his obnoxious early game. By not dying a single time to him, you've severely gutted his kill potential throughout the entire game (he gains 1/4/9/16/25% increased AD based on unique kills, denying the first stack helps a lot).
This is one of the few lanes where if you aren't playing a counterpick you should just completely disregard going for CS if there's even a chance he could kill you cuz you aren't outplaying overloaded early game point and click boi.
Some tips though:
- At level 1, just cs normally. Show no fear. Let him hit you if he wants to. But the moment he hits you at all, just back off, don't counterattack. This will cause the wave to push and allow you to play closer to your turret and therefore safer (plus mitigates chance of being ganked, since obnoxious early game + jungler = dead).

- Manage that wave in front of your turret, but stay FAR away from that side bush. His leap range is atrociously long (600 range + able use it 0.25s after exiting bush lel high skillcap) so pretend there's a Caitlyn permanently in that bush (650 range) and never walk within that imaginary range.

- Use ranged CS tools if you have them, otherwise just sit back cuz his scaling is heavily gated by his passive. Just don't die.

- If he picks before you, you have two good options here:

- Play any champion that can sustain through the laning phase. Don't just pick someone tanky, cuz noone is tanky early game bar Sejauni (and only for a short period), he will melt you regardless of who you are. What's important is sustaining back the inevitable poke damage here and there that he will do to you. Specifically Garen and Maokai. Shen is an exception due to his W and E.

- Play any champion that can counter-kill him. These are champions that are insane early game duelists that can match his obnoxiousness. Specifically Kled, Darius, Volibear and Pantheon (Pantheon is probably the easiest and most braindead counter other than the guy below).

- Pick Tahm Kench cuz no melee champion beats Tahm Kench in lane until maybe Patch 9.12.

- Most importantly, nothing beats experience, so your best bet next to learning a counter is to just play what you play best.

- Bone Plating works great here.
- He's gonna rush Tiamat 9 times out of 10, be prepared to counter it or else the wave will shove out and you'll be forced to deal with his shenanigans.
- Executioners or Bramble Vest is amazing here as it will keep him from healing 50% of all damage you dealt to him (he'll still heal 30% of it, but that's a big step down and could be the difference between 45% of his health or 27%).
hes easy to read, and as a result easy to gank. He also kinda breaks team composition metas, and even if he wins his lane, sorta becomes useless.
He’s really oppressive for no reason top because there’s no cool down on his passive.
I think the issue is the range, if you hug the corner wall near tower blue side he can still reach you from the bush. But riot dont play or care about top lane.

Glad I'm not the only one who thinks this. The issue is that Top Rengar doesn't leave much of an opening for when you can attack.
That coupled with a lack of vision wards means you have to constantly let the lane get pushed into your tower for any semblance of safety.
I went against ap Rengar top once. And did not matter if he got solo kill or not cause he just one shot adc everytime xD faster than ad
The moment you zone him from brushes he's borderline useless.
Plus, you say Rengar is oppressive? Try any other top laner besides Kayle. Top lane is pretty much made for cheesy, oppressive laners.
But it feels damn good when you beat him and deem him useless doesn't it Just pick Cho Gath and make him suffer after level 2
Its pretty trash rn since everyone is too broken so rengar, being an assassin gets fucked by everything.
I always use glacial augment in my builds. Rengar is one of the hilarious GA victims. As long as you auto him when he bush jumps, he doesn't get to run back to bush and jump for free damage again. He pretty squishy early game.
As Rengar main with 600k I fear no man. But this ....this one scares me

Well idk how to put it simpler but here i go. If you know someone will gun you down at the end it the street. Will you still go there? You know rengo's combo... its not a complicated one.. if you know it. You can counter it. Regardless of ur pick.
