When do I go Banner of Command? Zz Rot?

Dear Rito and Friends:

Zz Rot seems an odd buy to me now. I understand it doesn't really push the wave anymore, so it can't be used defensively? So honestly, if I understand correctly, it's only good for aggressive lane pushing comps.

But I'm not sure so I'm asking: when is it correct to purchase Zz Rot?

When is it right to purchase Banner of Command? When is it supposed to be used and how please? :)

Riot hasn't officially released the strategy, but some hyperaware people have figured out how to use Banner properly:
