There should be an "off-meta" mode, where people are expected to have fun and do what they want without the limits of raging teammates. The reason that it is different is because this mode isn't counted like other match history; it doesn't affect MMR or anything, and whether you win or lose, you gain a static amount of ip (maybe 80)
It would be like, a laid-back mode. People might be saying "that's what norms is" but most other people in norms don't acknowledge it. At least in this mode, people would be knowing that it's for fun.
