Does anyone else think that Brand's synergy with Rylai's is too strong?

I was playing a game last night where it felt like anytime he hit me with one of his abilities I was slowed for an upwards of 10 seconds. It may be working as intended, but i feel like the duration of the slow benefits Brand far more than it does other mages specifically because the slow sets up his stun which is supposed to be difficult to hit.
